I'm guided by whether it helps to clarify something or, when the passage is read, if a pause needs to be inserted. It's become more of a common sense things for me rather than a rule. It makes sense to me that if the other items in the list have the comma, then the last one should have it, too. I hate the idea of cheating any word out of its rightful punctuation.
